I'd have three guesses, and that's all they are at this point.
1) the draft this year is generally based on real players and the classes are particularly weak.
2) If the 20-80 scale has been amended to be more in-line with what scouts actually use with exponential differences needed to get to the high range (If this is true, I'd need to check if there is some classic linear 20-80 in the settings).
3) As a practical matter, someone will take the time as release day fades to turn to more-up-to-date scouting reports to create some wider differentiation and personalized touches to the real people. With fictional, the engine just makes a bell curve or something but real people, it's real work.
