It's behaving differently from past versions.
From what I've been able to determine, in OOTP25 the full draft pool will populate on the draft pool reveal date only if the draft pool is revealed after the season ends. Setting the draft pool reveal date during the season will lead to only players who were drafted but did not sign during the previous year populating on the draft pool reveal date, and everyone else suddenly populating on the actual draft day or very shortly before (~ 2 days before).
I am using the default amateur draft date of November 15, which almost always falls after the season has ended (don't know if that's relevant but wanted to include).
In previous versions of the game you could set the draft pool reveal date to a day during the season and all players in that year's draft class would populate on draft pool reveal day.
