I think it wasn't so much that OOTP "had to re-release the game" so much as it was that OOTPD took a year off from releasing the game that year - 6.5 was the "half measure" release they put out but were very clear that it was a dead end - and the complete rewrite led to a lot of bad blood when it took in a couple cases a couple years for features that were in 6 to make it into the new one. I want to say that in the end OOTP was expected to hit some sales numbers that it didn't hit and so SI finished their partnership somewhat amicably.
You forgot OOTP 2006 - which was the first version with the new engine and was before the SI merger. There was actually 2 versions of OOTP 2007, one with SI and the one after the separation, 2007 without SI. The same game, just the name changed.

Version wise, OOTP went 1, 2, 3, 4, 5, 6, 6.5, 2006, 2007, 8, 9, 10......up to where we are now, 25.

I don't recall which versions also came out as Season Ticket since I didn't purchase those. I'm thinking 3 and 4, possibly 5.
