If OOTP reaches out and the other party ignores them or tells them they're not interested, then there's not much you can do.
Who is "the other party"? Does eN Pee Bee control the Cuban League, too? And the Mexican League, and the Australian, Taiwanese and European leagues? Methinks that Markus is being cowardly here.
