When deciding which cards will ultimately be the best cards in the game, the players in the Hall of Fame, and those who were nominated for the HoF should be the best cards available, and the hardest to get. P2P players will ultimately buy these cards, or maybe collect them in a series of missions, but they should also pop up rarely in random special packs.

Various MVP and Cy Young award players should be the second most valuable group, and seasonal achievements should be the third level of value.

Everything else should be true to career stats.

I post this only to point out that there doesn't seem to be any clear reasoning as to why the currently best cards in the game are, in fact, the "best cards". There is a lot of "superman" designed into them - but the nostalgia of baseball (which is why a lot of us like baseball in the first place) is watered down in favor of fiction.
