The issue with minor leagues is the AI will just sign a bunch of the oldest qualified players based on the service time/age limits to fill out the bottom of the minor leagues. So your 18 y/o that are just drafted are often times playing against a bunch of 21+ y/o who have terrible potential but have been playing in the minors forever and will often times have better current ratings than even your 18 y/o top prospects. This happens at basically every level and your teams really only catch up with their current ratings to match the AI at around AA or AAA.

You have basically two options to combat this: implement age/service time limits at each level of the minors in your settings. Or, you can just choose to set up your minor leagues like the AI does and fill it with a bunch of the oldest/most experienced non-prospects that are qualified to play at every single level to help even the playing field.

Most people who micro-manage their minor league systems tend to promote/demote/release with some semblance of real-world logic. In the real world teams aren't keeping old prospects at the lowest levels of the minors because it just clogs the development pipeline and takes playing time away from younger players who might amount to something. The AI in OOTP doesn't really function this way so you're usually fighting an uphill battle against older and more experienced prospects in the AI MiL systems, which unfortunately leads to a lot of these issues with humans having their minor league teams clobbered by the AI teams.
