They can be. Not when actually purchasing them outright, but for what OP is talking about; definitely. There are lots of missions that become cheap over time and well-worth the pack rewards.
As far as these particular packs go, they're not good. You're lucky to pull a 10K card from that group. But they're free, the way I look at it. I completed the Deadball Missions to get Tris Speaker and Walter Johnson - the packs are just a bonus.
