International club teams used as farm teams?

Hi!

Currently playing as the GM of a swedish (SHL) team and I've run into problems lately. I like to see prospects develop in my junior teams, so I've used the left-overs of my budget to sign young international free agents and put them in my junior teams for the past few seasons. But lately I've run into an annoying problem. The problem is that NHL teams draft and sign them from my J18 and then immediately assign them back to me. This forces me to keep them in my senior squad, which counts them towards my foreigner limit (SHL has a foreigner limit of 14).

This season it happened to 3 of my J18 players halfway into pre-season, putting me 3 foreigners above the limit. With no option to refuse to take them, nor an option to put them back into my J18 again, it basically has spoiled my season before it even began because I have to send down 3 other foreigners into my farm teams. And the 3 guys that the NHL teams have forced me to use in their place are miles behind even the worst player of SHL. They have no business to play in the SHL at their age.

Admittedly my interest in hockey has faded over the past 10-15 years, however this seems inaccurate to me. As far as I know, the swedish league does not operate as a farm league to the NHL teams. Can they really force players into SHL senior squads like that? Should there not be an option for me to refuse their players or at least send them down to a junior team?
