delhi, top of ther division but win-now, 30th ranked farm so not much coming up
beunos aires, were one of the biggest winners for 8 seasons but now .500 into decline with no farm to speak of
pyongyang,92-48 and on top of their div. 20th ranked farm isnt bad
prague .329 team even worse BUT the 6th ranked farm by BNN

Buenos Aires - 14th budget, 18th payroll, $63M in 'money for extensions' for next year
Prague - 15th budget, 27th payroll, $78M next year (though very little revenue this year, budget will probably shrink)
Cairo - 25th budget, 30th payroll, $92M next year
Delhi - 7th budget, 7th payroll, $35M next year (team is playoff caliber at the moment and for foreseeable future)
Pyongyang - 18th budget, 5th payroll, $0 next year (team is championship caliber team though and probably for at least another year)
