Strange, I start a new game with the same setup and don't get the draft, but yours was definitely started post-update and the bug is back. We're going to have to take a closer look at this to figure out why exactly that's happening to you. But for now, I'll see if we can just disable that draft in your save so you can continue it.
Edit: OK, turned out to have a separate cause from the thing that was fixed. We were able to fix the save, email me at
jeff@ootpdevelopments.com and I can share the fixed save with you on dropbox.
