Not sure how you’d fix it without turning trades off. Almost the entire NHL is at the cap ceiling this yeat and the AI has to navigate around that. The easiest way is trade away the high paid stars. I do like the new trade setup for users though so the AI will be less likely to offer nothing for a high quality player.
