As far as I'm aware, you can't import across multiple game iterations. For example, you'll need someone to help you move the game from 23 to 24 then you can import to 25. Plenty of people on the forums that own 24 will likely help...I've even done this for a few folks (going from 21 to 24).
I will caution you though, importing from 23 will lead to some unintended consequences if the world you're importing contains certain leagues. Not saying you shouldn't, but just cautioning.
