From the last 5 drafts the Panthers have 39 picks, 13 are still in football & on the team, 6 actually start.

To my knowledge that's a poor but not terrible rate of players still rostered and a slightly below average rate of starters. More anecdotally I'd say the Panthers have valued the draft (especially the early rounds) fairly poorly, using premium picks on lower value positions like linebacker and run stuffing D-Tackle (although Derrick Brown has done better than I would've expected). The trade up for pick 1 costing the team DJ Moore really hurt as well given that guys like Terrace Marshall haven't panned out yet.
