This somehow reminds me of something a medical buddy of mine explained about genetics. The reason siblings (other than twins) are not identical, is that each baby is a product of a dice throw of the parents’ genetic traits. In other words, there is a limited range of possible outcomes from two parents. But within that range, there can be considerable variation from child to child.
Just so, I would think, with scouting values over hundreds of players. There should be parameters and limits and probable ranges, but within that reasonable scouts’ minds may vary over time. I set scouting to high accuracy, rather than deal with too much variability.
