I think the thing you'd need to test if its a true random scramble under the hood (ie: Joey Bagodonuts imports with a 215 Outfield Range, then if you import the same file again he imports with a 190 Outfield Range instead), or if its just a matter of scouting where you import the file and OSA/your Scout guess he has about 75 Outfield Range, then if you import again this time their guess is that he's closer to 65 Outfield Range.
