I strongly disagree. They've done one of the most difficult things to do in sports in identifying back-to-back franchise quarterbacks and generally Tom Telesco has done a good job selecting elite players or getting elite value out of picks like Keenan Allen, Rashawn Slater, and Derwin James. They also made a smart move imo pivoting from one of the worst offensive coordinators in the league in Joe Lombardi to a good one in Kellen Moore. Not a lot of teams would have done that coming off a playoff season.

I'm not arguing that they're great, but they have enough positives in there in my NFL fandom that they'd sit firmly in the middle of the pack of NFL teams to me, let alone teams in all of sports. If you're giving them a negative for the narrative that Brandon Staley is overly aggressive in game situations, that's been one of the laziest narratives that has been parroted the past couple seasons in my opinion. If you're giving them a negative for ownership, that I can see but there are still enough teams to me that have incompetent ownership and a weaker track record of success in other important areas.
