That's probably because - with the bug - it still takes a specific set of circumstances. Something like:
a) A player has to have had minor-league experience at an unexpected position. Gotta figure that a lot of guys don't have this in their minors career.
b) Multiple factors would have to exist for AI to determine that he's best-suited to play that unexpected position later in the majors. So someone like Steve Garvey, who had minors experience all over the infield, still ends up at 1B for the mid-to-late 70's Dodgers because Lopes-Russell-Cey are on the roster and LA has a need at 1B. But put Garvey on a team with a good first-sacker and no secondbaseman, and AI would probably put him at 2B... IOW, because of the bug there are probably a lot more guys than you realize who have the
potential (the ratings) to play an unexpected position. But for the most part AI is seeing fit to use them at the positions where you'd expect to see those guys...
