"act as" is described as temporarily being in control for a moment in time. As noted
HERE "act as" is not full control and it lists some features that aren't available in "act as" mode.
Scouting isn't specifically mentioned but it does say act as managers don't get a mails sent to the actual manager. Perhaps no one can receive the e mail so it isn't sent resulting in the scouting not being done.
This is somewhat speculative however the are errors and omissions in the manual. I'd normally say that upon reading something in the manual it's best to test it to be sure. However in this case the test was done first.
