I use the "ask AI to set up all player strategies" function. As long as a player doesn't get demoted to AAA (I give AI full strat control in minors) those changes will stay indefinitely until you choose to change them.
It's not a perfect solution for what you want, but the most important pieces of your team wouldn't be shuttling up and down, and you can manually re-run the function whenever you like without losing any control of the team.
