Yes, you can take your time with everything and save a few PP by using buy orders instead of quick buys. It's also gotten a little more expensive with the release of All-Star and trade deadline missions, but overall it is still a very good road map and will get you a dominant team through the lower levels of PT.
This team build (Wherever Whatevers) won the championship in Rookie, Stone, and Iron leagues and is currently 55-23 in Silver .252. This is Week 7 of league play, they've made the playoffs every week, and finished first five times.

edit: note that this team was helped a lot by cashing in about 275,000 PP over the course of the last two live updates, and by pulling LE Fergie Jenkins, who's gone 79-20, 2.65, 21.6 WAR over his three-plus seasons.
