I think the other commenters have done a good job explaining why Live Cards are supposed to be bad and that Ohtani's ratings are a reflection of that.
However, I'd like to note that while Ohtani's batting ratings are right in line with other Perfect position players, his pitching ratings are brutal and way under represent his ability even in Live-only settings. His shape/distribution isn't too bad since pBABIP tends to play up, but his ratings total are comparable to a high bronze Live card. Even in cap settings where two way players excel, I tend to play him near the bottom of my rotation or in relief. Not sure if this is done for balance reasons or what, but it is weird to see and I think his card has been like this in previous iterations as well.
