The basic structure of the game is six Live cards to every Historical card. Missions are, however, primarily focused on the Historical cards. If Historical cards weren't better than Live overall (and thus more desirable) then there'd be a lot less interest in missions and less longevity to the game cycle.
The basic idea behind
any successful video game is to keep them playing and keep them coming back. Lots of (more) Historical missions allow the cycle to extend beyond the World Series and through the winter months, until it's time for a new season and new version of the game and Perfect Team. Keep them playing, keep them coming back. Yes, there's less interest in PT after baseball is done for the year, but there'd be even less if missions were primarily focused on Live player performance. It'd just be an exercise in collecting your points and running the same guys out there week after week.
Look at it this way. Live cards are the seed corn of the game. They link directly to the current product on the field, but their primary use (after the Live missions that start every cycle) is to provide points through pack pulls and sales. This is why there are price floors, which are primarily there to keep Live card prices from tanking after most players have completed the initial set of Live missions (the devs can correct me if I'm wrong, but I don't think I am).
