He actually did take a pay cut. You can see it in his contract details. That's not something you can hide from the cap.
Of course Rodgers isn't going to be on board with the Jordan Love pick. But not because he feels threatened, which is the mistake a lot of people are making. Competitors want to win. Picking a QB in the first round does nothing to better the team now. Big Ben made a speech on this several years back. How does that pick better our team now? It doesn't.
