Without looking I recall the scouting choices as MLB, minors, and international, with no choice between own team and opposing team. But to get equal coverage of all players how much of his MLB budget would team have to spend scouting 15 or 19 or 23 or 29 other teams?

Anyway, a scout rating a player differently (presumably due to lower scouting accuracy) when he's a own player or another team's player is reasonable and realistic.
