ewank, I would look for the "proof in the pudding" and see what the guy's stats are with the new team over time.
My guess is that your Head Scout does not think as highly of the pitcher as the one who picked him up. You could look at the skills the other team's HS has and compare to yours, but I think the stats after a few months will be telling.
At the end of the day, whether a player is rated better or worse is all relative. What he does on the diamond is the proof. This is why some guys are "stats only" as they don't care for the whole ratings part of the game.
