When does his contract expire? If it's at the end of the season you are playing, there's your likely answer. The Phillies have determined they can't or won't outbid other teams for his (free agent) services, and they are hoping to get something (young players?) for his remaining value.
Of course IRL the Phils were facing a similar dilemma, expiring contract plus his free agent value, and then Hoskins tore his ACL. He could possibly come back for the postseason (if there is a postseason for Philadelphia); but his free agent value has taken a hit.
Also, the Phillies, at least IRL, have other potential options at 1B. Bryce Harper may try it, as he rehabs from TJ surgery. Darrick Hall against RHP. Kody Clemens looked good for awhile.
The AI can be a mystery when it comes to money/financials. There always seems to be this "penny wise pound foolish" aspect to the decisions on player contracts. I try (without notable success) to adjust the owner settings, so that the player contract decisions are based on merit, and not finances. You're right to question why the Phillies, with lots of money, would act like a small-market team.
