Since no one has answered yet I will give it a try. Beware I have a MacBook so this is kind of a guess for a windows computer.
Assuming you bought the game direct and not through steam.
Go to the mods section on this forum and you should find a photo file to download.
Download it and put it on your desktop.
Open the OOTP files and you should find photos (which is empty)
Drag or copy photos from desktop to the OOTP file.
Open game and it is either in settings or the global tab in the game but tell it to search for photos first.
If your game is an ongoing game and not just created, it may take a season for players photos to start showing up.
