I have done this in the past, traded for a guy who has been exclusively a starter and when he came to me, he could barely get out of the 4th inning. I would move him to the bullpen and in at least 2 cases, that pitcher became an All-Star closer, one became my teams all time saves leader, ended up with something like 600 saves over 14 seasons.
Like Marinersfan51 said, try him out this season in middle relief and slowly move him into more high leverage situations and see how he responds, and if he is young enough and can handle it, you may have found a long term solution in the back end of the bullpen.
I also like to draft starting pitchers who have really good movement and stuff and throw 97+ and after their first year in Rookie ball, I will move them to the closer or setup role in A ball and see how they do, this has usually worked out very well for me and keeps me from having to overspend for relief pitching and when they get to the point where they want too much money, I trade them and bring up the next guy in the pipeline.
