What is your default time zone setting in the "Manager's office>manager options>" menu?
I play in Chicago, my time zone is set at "UTC -6 hours (CST, central standard time)".
Using that setting and OOTP's default 2023 MLB schedule my skyline changes to night at the "proper" time. I've never had an issue with any of the included MLB schedules that have the proper start times.
