Late reply, but yes, expressing it as pitches would be vastly superior, and eliminate having to have a starter/reliever dichotomy.
I would add in something also about how hard a pitcher is throwing, as anecdotal evidence suggests pitchers in earlier years paced themselves and only threw as hard as needed at any given time, as opposed to the modern era where they seem to throw full power all the time.
Perhaps these two things combined would better replicate the degree to which pitchers threw complete games.
