I know they made some adjustments in this area in the last patch. I'd be interested to hear if the OP has theirs clear on FA day too and it if is a one year only thing or if it repeats the year after.
If a one year only thing, I'd lean toward thinking it was just the result of the new budget math from the patch merging with the old budget math.
