32% making the playoffs is perfect IMO.
As for your lottery odds, I do one of two things, completely even or weighted so better teams have betters odds. I personally despise tank culture. Team one (worst team) gets one ball. Team 2 (second worse) gets 2 balls. Team 3 gets 3 balls and so on...
