This page on the OOTP website lists all the prior versions of the game that can still be downloaded. You could try downloading and installing the demo versions of one of the older versions and see what its schedule generator can do.

I buy from Steam. Only have 23 and 24 installed on my desktop. Think I have every version going back to 16 installed on my laptop. I'm actually almost 99.9% sure I'm right. The example you gave above of a 14-16 setup would definitely have no issues with interleague play. As long as you set it up with 5-5-4 in AL and 5-6-5 in NL and used a 162 game schedule. OOTP would simply use the major league schedule from say 2012. Doubt you would have much luck if you made the AL 16 teams and the NL 14. Doubt you would have any luck if you changed the AL to 4-5-5.
