Correct me if I am wrong, but in previous versions of OOTP this wasn't the case. I just feel these are the types of players that should be on a roster somewhere. Yes, I get they are older and injury prone, but they also only want 1 year deals, and are still serviceable.
Granted, there are no more international leagues, so in the past some of these players may have been finding homes in those leagues. Since we no longer have this option, perhaps further adjustments need to be made??

Does the scale of Overall change dynamically?
In other words, I have a rotation of 5 starting pitchers whose Overall is 50. If I replace the other 29 teams' rotations with 5 Max Scherzer, will 100% accurate Overalls for my starting pitchers go down from 50 (=average)?
If the answer is "No", it is possible that those average looking veterans are not average.
PS
Even if the veterans who appear to be average were not average, it is still a problem to generate too many excellent players.
