Fictional online league and I have several players listed as on tryout offers. Training camp is at its end and I am trying to sign one of them but am told I can't because he is under contract to a team in a minor league. Each of the TO players give the same response

It is a fictional setup with 1 pro league and 2 minor leagues. I am the GM of a pro league team and the players invited to tryouts were all under minor league team contracts.

I looked in the online manual and there is no mention of tryouts, or even what the TO shortform means that I could find at all.
