Are you in spring training? I don't think there are suspensions in ST. At least I think I recall seeing a mound charge with no suspensions in my game in my last ST. Speculation, maybe it causes issues, when rosters go from ST to regular season active status, that aren't worth coding around?
FWIW I know I am seeing them in my regular season.
Now if you're not is ST, than something is wrong.
