Are people betting that he'll part of a future collector mission or is there something else I'm missing?

Probably people are betting on the fact that he will be a part of missions in the future, and by cheap now and hold instead of "overpaying" in the future. The card also probably plays well in some types of tourney's. Especially capped ones.
