Ideally, I think you need to use historical minors from the beginning of your game, but I'm not sure. If your game is in 1913, then historical minors players may not start entering the game until 1915 and afterward, so you might be able to turn this feature on during the off-season before your next season. The historical minors feature says it applies to 1915 onward. Negro League players are now officially considered MLB players, so OOTP may start importing them earlier if there are players with stats available that early in the database. But I don't know if there are, and I'm not sure that OOTP treats them as MLB player imports.
