My strategy has typically been to offer extensions to personnel when they are going into their final contract year. I just tried this for the first time in OOTP24 and the responses from my staff members is something to the effect they are not interested in changing jobs. Seems like a bug in that they are already on my staff and I'm not offering them a new role.

It appears these replies are basically their way of declining the offer due to money as if I offered more they would accept. It just seems like to wording of why they declined is off. Another response was something like I have no interest in leaving my current organization (even though they were part of mine and I was offering an extension).
