That's totally inaccurate, lol. A player did the numbers last year, and particularly before the first update, all packs give back slightly more than their cost. Even after that, for a good while the packs have at least 80-90% return value.
And regardless, if you were going to buy PP and pull packs (or use your PP to pull packs), then the PP value is exactly correct.
And as the best F2P player in PT23, I used massive amounts of PP on packs (millions and millions).
