That is more indicative of the Modern Era than the Steroid Era.
In the Steroid Era there were runners all over the bases, it is more modern times where the OBP's have plummeted and home run rates are even higher than they were in steroid era.
In the Steroid Era you had some players hitting extravagant amounts of home runs, but plenty of guys who did not hit many. In the Modern Era you have everyone hitting home runs.
