Your screenshot shows that Barrero hasn't cleared waivers. I don't think he will come off the 40-man roster until he clears waivers and is assigned. Even if he does clear waivers, this doesn't necessarily mean that the AI doesn't want him on its 40-man roster. Your screenshot shows that the AI team only had 39 men on its 40-man roster in the first place, so it had room to activate the injured player. The waiver of Barrero may be to clear up space on the 25-man roster, and due to his service years, he may need to clear waivers before he can be demoted to AAA.
