International Spending Penalties After Trades Increasing Bonus Pool $$$

In year 1 I made trades to increase my INTL Bonus Pool $$$ from 4.75 Mil up close to 6 Mil. I spent most of my new, expanded pool, but did not spend more than the total of my original pool + the money I traded for. AKA my total INTL spend did not exceed my total bonus pool.

However, In year 2 I was subsequently penalized and prevented from making signings greater than 250k (?) with the game stating the reason being I spent more than 4.75 Mil (my original bonus pool).


Is this intended behavior? Are you supposed to be penalized for overspending in the following year after making trades which increased your bonus pool expenditure beyond your base pool?
