Yes, this is the case...it won't be as realistic but it will help the AI for sure. I DO like 55/25/15/5 though, which is pretty close to what you are using. The ratings weight MUST be at least 55 IMO. But really the best job I have seen the AI do while still using some stats is 65/20/10/5.
Be aware that the default this year is to incorporate stats into scouting reports...so scouting reports are already be influenced by stats no matter what (unless you turn this off). So if you are using this option, I would suggest a much higher ratings weight for sure.
