I also encountered the same issue in build 42. I tried a bunch of things including the "assign fictional contract to players" function and releasing + reassigning all players, but to no avail: league minimum contracts across the board.

Edit: just tried another fictional league again, and it appeared to have worked. I'm not 100% sure the previously mentioned league was created in build 42 so this may already be fixed? Or it doesn't happen every single save.
