I normally ignore the service time limits. for example, High-A is supposed to be no more than 5 years of service, but a 23 year old former IFA player can easily get 6 years of service and not be eligible to play in A+, so I like to set my minors to age limits instead. for the ACL and FCL I like to use 21. any college players that I draft that are older than 21 should likely be strong enough to go to Single-A.

But for the DSL, I don't like how it's imbalanced with some orgs having 2 teams and some with 1. I often customize it and give every org 2 teams. I set it at max age 20.

AAA No age limit
AA 26
A+ 24
A 23
A- (if you use it) 22
Complex 21
DSL 20

As for roster size, I set FCL and ACL to no limit. I set A+, A, A-, DSL to 30. Since there are 2 DSL teams that's actually 60 players. AA and AAA I set it to 28.
