Unfortunately OOTP doesn't support three sub-leagues, so you'd have to merge the Nihon and Zenkoku into a single subleague and split them into divisions, then add the Mirai (either all eight or six of them) if you truly wanted a triple "league" setup. I guess 2 subleagues, with 2 divisions each (5 in each divisions). 20 total teams.
But maybe expand by 2 teams at a time, and expand every 3-5 seasons so that the talent pool is not drained too much. Might take 15-20 years to form a 20 teams league.
