If this is an issue with single player OOTP where you're seeing a pop up saying that there is a roster with an incorrect number of foreign players that's going to need to have some work done on the roster in question. Most likely it's a DSL roster that has non dominican region players on the roster. You should check the roster in question if you control it and make sure that there aren't any foreign players on it that would cause that.
