I have not tracked either of those things, but I definitely have not seen it anecdotally. In fact, I can probably count on one hand the total number of times a Maddux was pitched in the last couple seasons of my league, let alone by a rookie making his first start.
That said, depending on how a league evolves, the chance of such a thing happening could go up or down as seasons progress.
