If OOTP modders wanted to create a site similar to FM fan sites for hosting mods, they would've done so by now.
If your main goal is to create a place -- without all of the bells and whistles -- for creators to catalog mods outside of OOTP's discretion, then free hosting sites like ProBoards is the best way to go. Sure, you don't have full control over hosting, but it's better than having these forums as the only place to turn to.
You don't need to pay for some fancy set-up or dedicate large amounts of your time to achieve that goal.
